We want as many people as possible to be able to use this website. We are working to identify and fix the issues, and to improve access for everyone. 

How accessible this website is 

We know that some parts of this website are not fully accessible. 

The issues identified affect a range of interactions and content across the site, particularly where pages rely on dynamic behaviour, reusable components, and mobile navigation. 

These issues may affect users who rely on screen readers, keyboard-only navigation, mobile assistive technologies, high levels of zoom, or alternative input methods such as switch devices or voice control. 

Examples of the types of issues identified include: 

  • Navigation menus and interactive controls that do not always communicate their open or closed state clearly to screen reader users, particularly on mobile devices 
  • Skip links and other mechanisms intended to help users bypass repeated content that do not always behave consistently on mobile devices 
  • A lack of additional ways to find pages, such as a sitemap, which can make it harder for some users to understand the overall structure of the website 
  • Selection controls that can trigger an immediate page change when an option is chosen, which may be unexpected for users navigating with a keyboard or screen reader 
  • Images used as links or visual cards where the text alternative does not clearly describe the purpose or destination, making them harder to understand for users of assistive technology 
  • Groups of linked logos or branding elements that are not always presented as separate, identifiable links to screen reader users 
  • Form controls where the visual state does not always match the actual selection state, which can cause confusion when completing forms using a keyboard or screen reader

Some non-text content does not have appropriate text alternatives. This includes images used as links or visual cards where the text alternative does not clearly describe the purpose or destination for users of assistive technology. 

1.3.1 Info and Relationships 
Information, structure, and relationships are not always conveyed programmatically. This includes form controls where the visual state does not always match the programmatic state exposed to assistive technology. 

2.4.1 Bypass Blocks 
Mechanisms intended to help users bypass repeated content do not always work as expected. This includes skip to main content links that do not consistently move focus to the main content area on mobile devices. 

2.4.4 Link Purpose (In Context) 
Some links do not have a clear purpose when read out of context. This includes grouped logo links where individual destinations are not clearly conveyed to screen reader users. 

3.2.2 On Input 
Some components change context automatically when input is provided. This includes selection controls that trigger immediate page changes without requiring explicit confirmation, which may be unexpected for some users. 

4.1.2 Name, Role, Value 
User interface components do not always expose correct name, role, or state information. This includes navigation controls that do not consistently communicate expanded or collapsed state to screen readers on mobile devices.

No WCAG 2.2 AA issues were identified.

Disproportionate burden 

We have not identified any disproportionate burden at this time. 

Content not within the scope of the accessibility regulations

 1.4.8 – Visual Presentation 
There is no mechanism provided to allow users to adjust text size or colour contrast beyond browser or assistive technology defaults. 

PDFs and other documents 

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We are reviewing these documents and will prioritise remediation or replacement with accessible HTML where appropriate. 

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.  

Any new PDFs or Word documents we publish will meet accessibility standards. 

What we’re doing to improve accessibility 

We are currently reviewing these issues and expect them to be fixed by September 2027. 

We will update the accessibility statement when issues are fixed.
